Rather than simply challenge this rhetoric as not reflecting reality, or as promoting certain political agendas, our paper exposes how the transport models described by tech companies, car manufacturers, and researchers each generate different political and ethical consequences for users.<\/p>\n<div id=\"attachment_749\" style=\"width: 159px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-749\" class=\" wp-image-749\" src=\"https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/DKM-Headshot-May-2018-294x300.jpg\" alt=\"\" width=\"149\" height=\"152\" srcset=\"https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/DKM-Headshot-May-2018-294x300.jpg 294w, https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/DKM-Headshot-May-2018-768x783.jpg 768w, https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/DKM-Headshot-May-2018-1004x1024.jpg 1004w\" sizes=\"auto, (max-width: 149px) 100vw, 149px\" \/><p id=\"caption-attachment-749\" class=\"wp-caption-text\">Deirdre Mulligan<\/p><\/div>\n<p>To that end, it introduces the analytical lens of \u2018handoff\u2019 for understanding the ramifications of the different configurations of actors and components associated with different models of autonomous vehicle futures. \u2018Handoff\u2019 is an approach to tracking societal values in sociotechnical systems. It exposes what is at stake in transitions of control between different components and actors in a system, i.e. human, regulatory, mechanical or computational.<\/p>\n<p>The paper identifies three archetypes of autonomous vehicles &#8211; fully driverless cars, advanced driver assist systems, and connected cars.<\/p>\n<div id=\"attachment_758\" style=\"width: 169px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-758\" class=\" wp-image-758\" src=\"https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/Nissenbaum_Helen_2016-1-300x240.jpg\" alt=\"\" width=\"159\" height=\"127\" srcset=\"https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/Nissenbaum_Helen_2016-1-300x240.jpg 300w, https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/Nissenbaum_Helen_2016-1-768x614.jpg 768w, https:\/\/robots.law.miami.edu\/2019\/wp-content\/uploads\/2019\/03\/Nissenbaum_Helen_2016-1.jpg 1000w\" sizes=\"auto, (max-width: 159px) 100vw, 159px\" \/><p id=\"caption-attachment-758\" class=\"wp-caption-text\">Helen Nissenbaum<\/p><\/div>\n<p>The handoff analytic tracks the reconfigurations and reorientations of actors and components when a system transitions for the sake of \u2018functional equivalence\u2019 (for instance through automation).
